Construction and operation of a high standard dual carriageway from Swan Bay Road along a new route via Horse Island to rejoin the Pacific Highway east of The Branch Lane. The proposal includes junctions at Swan Bay Road and The Branch Lane. It also includes a 615 m bridge across the Karuah River and a 200 m bridge across SEPP 14 Wetland 743 west of Horse Island. The existing Pacific Highway would be retained as a local road, with some modifications. Access via other local roads would be retained and some modifications are required. The proposal includes the definition of a corridor of sufficient width to accommodate a dual carriageway road, and environmental mitigation measures.
